LIQUID METH SEIZED IN BATON ROUGE

In the month of June 2026, members of the EBRSO Gang Intelligence and Enforcement Unit, led by the EBRSO SCAT, received information in reference to SUSPECT distributing crystal-methamphetamine in the Baton Rouge, LA area.

Agents conducted a controlled purchase of crystal-methamphetamine from SUSPECT. Based on this evidence a search warrant was obtained for the above location and an Arrest Warrant for SUSPECT for violating one count of Distribution of Methamphetamine (LRS:40:967A).

On June 10, 2026, EBRSO SCAT Agents took SUSPECT into custody away from his residence via a traffic stop. EBRSO SCAT Agents then conducted a "Knock" Search Warrant. The following arrests and seizures are the result of this search warrant:

Web Monitoring Report: MDPV/Monkey Dust

Why are we reporting on this?
MDPV (methylenedioxypyrovalerone), also known as "Monkey Dust", has recently resurfaced as a prominent topic of interest within online communities due to documented patterns of consumption and associated public health risks. This report was initiated after an NDEWS Sentinel Site Director submitted an alert originating from the Officer Awareness Intelligence Bulletin from the Suffolk County Sheriff’s Office in New York.

Reddit discussions complement this intelligence, revealing specific trends including a high propensity for compulsive redosing, risks of drug-induced psychosis, and the potential for physical and psychological dependence. Discussants highlight the re-emergence of this substance on the illicit market, frequently comparing its effects to other high-potency stimulants and noting its unpredictable behavioral outcomes.

What is MDPV/"Monkey Dust"? MDPV, or "Monkey Dust", is a synthetic cathinone belonging to the pyrovalerone class, which functions as a dopamine and norepinephrine reuptake inhibitor. This substance is typically found in crystalline…

K-9 search

If I remove the occupants of the vehicle and the K-9 officer conducts a free-air sniff and alerts, can I search the occupants even though they were not in the vehicle during the search?

I do not believe that there is a Supreme Court case that is on point. However, my thought would be that you cannot without individualized probable cause for each occupant.

We know for certain that you cannot search every person present during a search of a residence without individualized probable cause. By the way, language in a search warrant that includes all persons present on the property generally is insufficient.

What I would do is focus on cues of deception and evasiveness when answering pointed questions by the suspect to try to develop that individualized probable cause. If the dog is alerting on the vehicle in the vehicle search has turned up fruitless, I would say a few indicators that the person may be concealing an item on their person would be sufficient.

For instance, we know that people often touch the exterior of their pockets when asked very specific questions like as if do they possess anything on them. Or avoid the question by not answering at all. Those few additional cues may get you to the finish line.

Here’s a practice pointer. Run the canine on the backseat of your patrol car and hopefully it does not alert. Sit the suspect in the seat while you conduct your search. Remove that suspect and then rerun the canine on the backseat and if it does alert, then there you are with probable cause. This is work for me on side of the road in the past.
